It worked for me after i deleted steam entirely and all the steam related files. :D

Delete steam_api.dll for it to run
If you want to run the exe, you must delete the file name called: steam_api.dll . search the name in the file and you should be able to find it. Works for me
Is it fixed?
When opened, the program will appear to open, but open the steam page for it instead, and then close itself before it can actually run. This problem still hasn’t been fixed.
